Ultimate Soccer Manager 98/99 from the Sport genre was created by Sierra in 1999 and is free for you to download.
Description
This appears to be one of the best Soccer Managers around from that time.
I clicked a bit through the screens and everything looked absolutely very very nice.
You even get to manage the sales of fan stuff, cafetaria business on the premises, etc.
If you have enough money you even can upgrade your stadium. More chairs, more visitors, more money. 
It seems there are people out there playing this game and they are now in year 2030 and doing great.
It's not my cup of tea, but enjoy!
btw, this is a good working version with sounds and speech during the matches

This is a Windows game. Sometimes it should be run on an older Windows version or at least a 32-bit Windows. You could use VMware player (free) and install an older Windows on a virtual machine. e.g. I have installed my old Windows XP 32bit on VMware. More info on that you can find over here.
